neighbourhood renewal:


The Neighbourhood Renewal (NR) Strategy was set up by the government in 2001 to help neighbourhoods with high levels of deprivation, making them better places to live and work. The strategy aims to work from the grassroots up, to deliver economic prosperity and jobs, safe communities, good education, decent housing and better health, as well as fostering a new sense of community among residents. NR has been operating out of 278 Stapleton Road since 2001, and although we are now a Neighbourhood Management pilot area, NR runs alongside the other work we do.

The projects we support through NR are as follows:


EMAP (Easton Multi-Agency Project):
The aims of this intervention are:

  • To identify, refer, target and engage children and young people most at risk of offending, anti-social behaviour, social and educational exclusion.
  • To improve the outcomes for young people and their families by identifying and reducing risk whilst increasing resilience.
  • To maintain, develop or establish where necessary functioning, multi-agency panels to support the delivery of the intervention in all NR areas.
  • To progress the staged evolution of Multi-Agency Prevention interventions into the emerging Multi-Agency Locality Team structures within Children and Young Peoples’ Services.

Community Safety Team:
A Community Safety Team which will be deployed across NR areas to meet the needs of each NR area. The ability to deploy staff to prioritise community concerns and focus the effort where these concerns are greatest as it is important that available staff time is used to maximum impact. To this end a local action plan will be developed for each area, it will draw on data and research already undertaken and be refined through discussion with partners and the community.

Black and Minority Ethnic (BME) Young People and Parent Project:
Increase the number of BME young people and adults (who are disproportionately represented within vulnerable groups) receiving drug education and treatment services by· Identifying and engaging BME children and young people most as risk of misusing drugs and/or alcohol, offending behaviour and anti social behaviour. (Outreach)· Identifying and engaging adults from the BME communities misusing drugs and/or alcohol. (Outreach)· providing a co ordinated link between drug and alcohol information, education and structured care-planned interventions and drug treatment for BME young people. (Treatment)· acting as a bridge between BME young people and existing services and encourage the young people to access a wide range of support services. (Sign posting)

Stapleton Road Action Plan – Phase II:

Impact positively on NR Liveability, Economic and Crime floor targets in Easton by proactively working with landlords and landowners to bring derelict properties and degraded environment back into use. Therefore improving the environment of Stapleton Road and creating sustainable employment opportunities resulting in increased footfall and inward investment minimalising criminal and anti-social behaviour.

Achievement & Language Support (ESOL City Academy):
The intervention will raise educational achievement and self-esteem through the provision of skilled ESOL (English for Speakers of Other Languages) support for students preparing for GCSE and SATs at Key Stage 2 and 3.

Birth Centre (E&LH):
To influence mainstream health providers to establish a free-standing, midwife-led birth centre in Easton and Lawrence Hill, which will offer community-based care to local women following the social model of midwifery, emphasising continuity of care, equality, accessibility and sensitivity to the individual needs of women before, during and after childbirth. The birth centre will be funded by the NHS and free to the women who use it.

Mental Health Counselling and Therapy Services:
The aims of this intervention are: to develop understandings of mental health issues and recognition of availability of support, to improve the long term mental health of disadvantaged BME and refugee communities, to raise the capacity of women service users to access work, to support the experience and achievements of refugee children in school.

Black Carers Support (E&LH):
Improve the quality of life for black and minority ethnic carers with improved access to information about services and healthier living.

ESOL SPAN Group (E&LH):
Improve the employability of Easton and Lawrence Hill Neighbourhood Renewal area residents who are classified as in need of ESOL (English for Speakers of Other Languages). This will happen through the provision of additional ESOL classes and greater access to ESOL classes.

SPAN Childcare E&LH/St Paul's:
The aim of this intervention is to develop a package of training and support towards the development of sustainable local childcare initiatives in order to address the huge childcare barrier experienced by local residents in accessing local training towards employment; To train local residents towards employment in childcare within the local Extended Schools Partnership agenda (crèche workers, childminders, learning assistants, pport the development of local and culturally specific particularly Asian and African Descent childcare cooperatives and self employment.

Graffiti Removal Project:
The aim of this intervention is to remove as much graffiti as possible in the NR areas, and where appropriate apply coatings that will prevent the reapplication of graffiti, and make it easier to remove in future. In addition, a prevention program lead by the Bristol Graffiti Partnership will support this removal work incorporating: focused prosecutions of graffiti offenders, promotion of graffiti as a crime and encouraging the public to report incidents, and work with communities to make them more self-sufficient in managing any on-going graffiti problem in their area.

Mainstreaming Supplementary Schools (E&LH/NR Unit/CHYPS):

Deliver intensive weekend courses in preparation for GCSE and SATs assessments at Key Stages 2, 3 and 4. These will focus extensively on English, Maths and Science. Recruiting teaching staff from mainstream schools. Assistance will be provided by supplementary school staff and volunteers. Target pupils from the following BME groups Bangladeshi, Pakistani, Somali, African Caribbean and Caribbean Heritage. Implement a range of other interventions where appropriate e.g. after-school, one-to-one and bilingual teaching which contribute to achievement and attainment.

Improving Skills in Reading and Writing to Raise Attainment:
The intervention will support the implementation and establishment of a phonic based reading and writing programme. The outcome of the service will be to raise the level of attainment in Literacy for those pupils whose on-going assessments show that they will not achieve level 4 at the end of Key Stage 2 unless their progress is accelerated. The intervention will also build capacity within schools for sustained improvement.

African Caribbean Attainment - City Academy (E&LH):
Deliver intensive weekend and/or after school courses in preparation for SATs assessments at Key Stages 2 and 3. These will focus on English, Maths and Science. Teaching staff will be mainly recruited from mainstream schools, with assistance provided by volunteers from the target communities.Where appropriate, Implement a range of other interventions which contribute to achievement and attainment e.g. after-school advice sessions to students and parents/carers and one-to-one teaching.
